Washington’s Congressional Race Exposes Deep Divisions Over ICE Enforcement and Conditions at Tacoma Detention Center

Immigration enforcement has become a central issue in Washington state’s 6th Congressional District as Democratic Representative Emily Randall and Republican challenger Teresa Fox present sharply different positions on the role of Immigration and Customs Enforcement (ICE) and conditions inside Tacoma’s Northwest ICE Processing Center.

The detention facility, one of the Pacific Northwest’s most controversial immigration enforcement sites, has become a focal point in the November 3 midterm election, highlighting broader national disagreements over border security, civil rights and government accountability.

The congressional district includes portions of Pierce County and all of Kitsap, Mason, Jefferson, Clallam and Grays Harbor counties.

The Northwest ICE Processing Center is operated by the private prison company GEO Group under a federal contract.

The facility has faced sustained criticism from immigration advocates, lawmakers and detainees who have raised concerns about medical care, sanitation, living conditions and access to legal assistance.

Representative Randall has repeatedly visited the detention center to investigate complaints and evaluate conditions firsthand.

During a visit in April 2025, she expressed concerns about staffing shortages, limited outdoor recreation, inadequate medical services and the suspension of federal funding for programs informing detained immigrants about their legal rights.

In August 2026, Randall joined Representative Maxine Dexter in sending a letter to ICE leadership alleging serious problems involving delayed medical treatment and reports of sexual assault.

These concerns remain allegations requiring appropriate investigation and oversight.

Randall argues that immigration enforcement must respect legal protections and basic human dignity, regardless of an individual’s immigration status.

Randall has emphasized that immigration detention should not subject individuals to prolonged confinement without adequate healthcare or access to legal resources.

She has also criticized federal enforcement operations that, in her view, create fear among immigrant communities.

In September 2025, Randall introduced the Emergency Responder Protection Act, legislation intended to protect emergency personnel from immigration detention while performing their duties.

The proposal followed the detention of two firefighting crew members during operations against the Bear Gulch Fire on Washington’s Olympic Peninsula.

The legislation has not advanced through the House.

Her broader position emphasizes congressional oversight, detention standards and legal accountability.

Republican challenger Teresa Fox has adopted a substantially different approach, emphasizing public safety and support for federal immigration officers.

Fox has expressed solidarity with ICE personnel and families affected by violent crimes committed by individuals without legal immigration status.

On October 6, she invited Randall to attend a public event supporting ICE outside the Tacoma detention facility.

Fox described the gathering as an opportunity to hear directly from law enforcement personnel, crime victims and community members concerned about immigration enforcement.

Earlier, on August 14, Fox attended a demonstration outside the detention center and attempted to engage protesters in discussions about what they wanted Congress to do.

According to her campaign, the conversations became confrontational, but Fox maintained that elected officials should listen to constituents with differing opinions.

Her campaign also emphasizes government spending reductions, expanded public safety resources and support for local employment.

The contrasting positions reflect competing priorities in national immigration policy.

Randall focuses on detention conditions, constitutional protections and oversight of federal agencies.

Fox emphasizes immigration law enforcement, public safety and the experiences of crime victims.

The disagreement also raises broader questions about how Congress should oversee immigration detention facilities operated by private contractors.

Supporters of stronger enforcement argue that federal authorities need sufficient resources to uphold immigration laws and protect communities.

Advocates for detention reform maintain that immigration enforcement must include transparent oversight, humane conditions and meaningful access to legal procedures.

The November election will determine who represents Washington’s 6th Congressional District during a period of heightened debate over immigration policy.

Although the candidates disagree on the appropriate role of ICE, both are seeking to address concerns raised by residents about public safety and government responsibility.

The Tacoma detention center has become more than a local controversy: it represents a broader national debate over how the United States should balance immigration enforcement, individual rights and accountability within federal detention facilities.
